A Brief Perspective
All businesses have a need for special projects, whether the business consists of the owner and a few employees, or a Fortune 500 corporation. Projects require the manager to consider and balance resources, costs, schedule and expected outcomes. The challenge facing the manager is to establish and complete the project within budget and on schedule, given the available resources and environmental conditions.
In the current business environment, expenditures on capital equipment is not always the solution to challenges facing the manager. Increasingly the solution lies in leveraging available capital equipment by refocusing the use of the equipment and staffing resources. To increase the business profitability, this frequently entails finding solutions internally rather than externally. This means the manager must gain better control and use of internal resources with the goal of finding long-lasting solutions. Emphasis is placed on looking at how the business activities are being managed.
This
is particularly true of information technology projects. Information
technology frequently represents a major cost line in the corporate budget. At
the same time, considering how quickly information technology evolves,it is
one area where investments made last year may be rendered obsolete before
the fiscal year is over. So any project involving information technology,
by virtue of the dynamic nature of the industry, must consider how to sustain
the viability of the outcome.
To this end, it is common for most corporations to use the services of project managers. These project managers, a specialized hybrid of strategic planner and line manager, are tasked with taking all elements of the business environment with the objective of planning and executing the project. Project managers, using special management techniques, obtain better control and use of existing resources.
Project
managers may be employees of the corporation or consultants. There are advantages
to both types of project managers, primarily depending upon the type of project
